Practically, you're correct about no disk access, but technically, no. You could type in enough machine language routines and essentially "type DOS into memory." 8-oNo disk I/O will be possible without booting a DOS, but you can type in and run programs. Or, enter the monitor (CALL -151) and poke away at machine language.
To expand upon that, you need a disk to do anything useful. I don't believe that the IIc has a tape port. If it did, you could use a cassette in place of a disk to store your programs on one side, and music on the other. ;DSo, disks aren't "needed," but they are very, very useful.

Did you try dropping it a few inches with the handle down? That usually pops it apart without leaving marks.Aargh! I got all the screws out, but I can't get the case off! It seems to be sticking near the spacebar, in the center front. Any good ways to get the case off?
Umm...no, I think I'll pass on that one.I've heard you can run a IIc off a 12v car battery...just a thought.
