I don't know how the folks who do this can propose such a service , and I respect the very much for proposing it.

Even if I invoiced the lowest hourly rate in my country, the time this takes plus the price of quality parts would make a recap way more expensive than two second hand PB100.

Also, there is a good chance to break the unit while trying to recap it; I would have to invoice customers part of my insurance policy, really the the price of a recap would just be ridiculous if I had to put a price on my work...

Much much respect for those who manage to do it.

Few things, most of them don't really do it to make a living out of it.
The guy I use (in Belgium!) does it as a side job, and it is his hobby as well!
He probably enjoys seeing those machines come to life again.

So, looking it that way, they can use the (small) income to aquire tools, enlarge their own collections, all things they would otherwise need to use the money from their regular jobs for!
Oh, and what would take you and me a few hours of fiddling around, they most likely manage it to do the same in maybe 20 minutes, due to having the right (expensive) tools, and heaps of experience!

As regards to breaking those vintage machines, well, as a customer you simply cannot expect those people to be held responsible if something breaks.
Machines that old, heck, how are you even going to determine it's something they guy working on it which caused the failure?

I certainly do not expect them to reimburse me anything is some job is not succesfull, or even if the machine comes out not wrking anymore, it's simply a risk you have to accept working with vintage machines....
