Macintosh Portable boot question

A few years back, I recapped my Portable, replaced the burnt-out main fuse, made a new battery, replaced the HDD (with the kind help of fellow Portlander mcdermd), and got it going.

Last year it was dead but I hooked it up to a PowerBook 100's "Low-Power AC Adapter" and once the battery was fully recharged, it booted and worked fine.

Other than last year, I did not charge the battery at all in the past three years or so since I remade it. I realize this could spell doom for the battery, but last night I hooked up the Portable to the Low-Power AC Adapter again and let it charge overnight. The battery was at 5.56V before, and now it tests at 6.96V.

I would assume that 6.96V == fully charged, but it still won't boot. The 9V backup battery tests at a solid 9V, surprisingly, after having been put in fresh last year, and left in the machine.

I tried the PMU reset but only got it to chime once, then it went dead again instantly.

I tried booting with the "Low-Power AC Adapter" connected, both with and without the main battery installed, with no luck. This adapter is 7.5VDC, 2.0A, which is 15W, so that should not harm the Portable according to what my previous understanding was. It charged up the battery just fine, so I doubt my fuse blew again somehow.

So... what gives? Is the main battery not able to give enough amps anymore, but still able to give the right voltage?

I tested the AC adapter on my PowerBook 100, and it boots up but its HDD does not spin up. I'm not sure if that means the HDD is toast, or if it means the adapter is under-supplying current.

I have some various resistors lating around and a multi-meter... how can I test the available current that's being output by the battery and the AC adapter?

Not sure about the power output but you should have never used the 2 amp power supply.  The 1.5  is max.  You may have burnt up your portable. Techknight would be your best bet if you want to repair it or find what is wrong.
