Mac IIci won't boot

I've got a IIci which I recently dug out. Everything seems to start, but when the hard drive starts grinding away it suddenly stops and then displays the flashing question :?:

I took a look at the drive. It's a Fujitsu SCSI M2624FA and it's got a bunch of jumpers on the underside, but I don't know what they do.

I would just use the system 7 install disks to install on a new drive, but the internal floppy has long been dead :(

Any ideas?

You're pretty much screwed if you don't have a working floppy drive, no bootable OS on your hard drive, no CDROM drive that you can boot from and install an OS from, or a second Mac that you can use to install an OS on the Fujitsu. You're going to have to beg, borrow, or steal another Mac, an external CDROM drive, a working floppy drive, or another hard drive with an OS already installed on it.

I figured this would happen. I've seen some cheap IIci's on ebay recently. I think I'll get one of those and transfer all my upgrades. I can always sell the old one for parts cuz the logic board is good.
