Mac IIsi won't startup with Mac CON 30ie installed

So I acquired a Mac CON 30ie, but when I install it in my IIsi, the IIsi won't start up anymore.  Instead I get a very low audible clicking noise from the power supply area.

The card looks absolutely pristine.  Anything I can try to get it working?

I did verify the PDS slot with a video card, which worked great.

I'm going to check all the resistors, but the caps are all ceramic and look brand new.

I haven't yet recapped the PS on the IIsi.  Could the ethernet card be trying to pull too much power?  Seems like the video card would be more demanding.

Suggestions?

 
Hmm... I'm going to get to the IIsi power supply eventually.  But I couldn't wait and tried the card in the SE/30 which I have recapped the power supply, and I get the same clicking.  I guess this ethernet board is dead.  I'm sad.

 
Update, so I found a short at C7, even though the capacitor has no visual anomaly.  Going to need a 22μ 16V tantalum pearl.  I wonder what the chances are something else on the board is fried.   :-/

 
C7 where? IIsi Logic Board? Mac Con 30ie Card? Powersupply?

Make sure that it is a non-polarized Tantalum Cap or as Scotty would say , "That's too much power! She's gonna blow!"
