HD spin down available in OS7?

OS9 supports HD spin down via the tool bar / task bar.

1. What was the earliest OS that included this feature?

2. Is a control panel available to do it in System 7?

FWIW, the disk in my powerbook 540c spins down. It is currently running System 7.5.3. I believe there is an energy saver control panel for it.

There is also a control strip module that does this that will work in System 7. I'm not sure how old of a 7 but I've seen it work on a powerbook 165.
