running a classic OS under windows?

I have a windows 10 desktop.  In the past, I have been able to boot to a ubuntu partition. 
 
Can I create a partition on my windows 10 computer and run a classic OS like 7.1, or maybe 9.22?  If so, will my CD/DVD/Blu ray drive be able to read a apple CD?
 
I think the answer is no, but I thought I would ask...

No.

Ubuntu is a modern operating system designed for modern PC hardware. Mac OS (classic) is a 20+ year old operating system made for a completely different computer architecture.

This may not be the answer you're looking for but it's the closest thing in my opinion.

I've managed to run OS 9.2.2 using SheepShaver, a PowerPC emulator for Linux. I ran into a lot of problems compiling it with the git from the website they host, but now that it's working I could send you the built file; it emulates a generic PPC Mac with a lot of customizability. You can even read directly from your hard drive to copy files to the hard drive image. I use it to get files onto my Powerbook but people have used it for games and even connecting to the internet. You need a Mac rom file that you can find on the internet and an install disc for the OS of choice, but that's all you need.

If all you want to do is run programs for class Mac OS, that'd be your best option. If you just want the novelty of installing an old mac system on a new computer, you're out of luck.

There's also Basilisk II, which is light enough that it can emulate a Quadra on most systems. Even a Raspberry Pi 3 can build Basilisk II and run up to Mac OS 8.1, though there's no JIT support in the ARM version, to my knowledge.

Basilisk II will run fine under Windows 10. You will be able to run System 7.6 / 8.1 and mount CD's.
