I think this depends a lot on how we define "fair". From what I can tell from a few eBay searches $1,000 would be less than the component prices for either of those BOMs unless you seriously lucked out. For the CFFA 3000 alone you'd have to expect to spend at least $300 (someone did managed to get one recently for $170, but that's a serious outlier), and the cheapest Transwarp GS sold recently was $500. The SCSI card is sort of the wild card here; looks like sometimes they go for as little as $50, but the only one on offer at the moment is a $175 BIN, so... even if we pretend you *can* get that for $50 and add that to the $500 for the transwarp that's only giving you a $450 budget for the rest of the system. (And remember, we specified "mint" here.)
A scruffy ROM1 that just included a Transwarp and a couple drives *and didn't even POST properly with its RAM card installed* recently went for $800, so, well, there you go.
