[Help] G4 Ti Powerbook wont turn on!

I have a powerbook (I don't remember his model, but he doesn't have infrared, he has dvi and firewire, I think an 800mhz processor) that I bought many years ago, when I purchased it, it worked normally, but the fans were stuck due to the accumulation of dust, and the firewire circuits were roasted (still the machine worked normally, except for the firewire port) so at the time I decided to take it apart to change the fans (note: I never used it for more than 5 minutes, so as not to overheat it), it ended up being disassembled in a box for years, because I didn't find the fans for it. I recently got them, so I partially mounted it and tried to turn it on, but it doesn't!

Unfortunately I damaged his keyboard flat, and lost his battery, so my question is: is it necessary to have the keyboard and battery connected for it to boot?

I checked with a multimeter, and there are 24v voltages on the motherboard, so I don't understand why it won't turn on! I tried to connect it by making a short circuit in the connector contacts to rule out the possibility of the power button being defective, but without success.

Is there anything else I'm not seeing here?
