Beige PowerMac G3 Tower - Dead Logic Board After Re-cap.

Hello all, I just recapped a beige G3 PowerMac but still failed to get it to power on properly, meaning the power supply comes to life but the logic board does not chime or show power LED. I confirmed all caps are installed correctly and all local traces are good (old caps didn't leak that bad) but still it will not power on properly. I have also replaced the 4 caps on the voltage regulator board with low ESR caps. However, the G3 did power up once and only once did I hear a chime and have the green power LED. That never happened again. I believe I need a new voltage regulator but they are hard to find and would like to rule out the logic board before purchasing any other parts. Also, J28 jumper setting is set for tower PS and not desktop PS. Any ideas? Thanks in advance.
