SE/30 Weird Power Issue

Hi everyone I have an SE/30 here works just fine motherboard has been recapped. Now what happens is when I pug the machine in and flip on the power switch nothing happens but if I leave it plugged in for say 40 seconds and hit the power switch it chimes to life no problems. I'm assuming this is a power supply capacitor based issue but just thought I'd ask if it could be other issues as well.

My somewhat uneducated guess would be bad cap in the power supply that needs to be charged up before turning on.
