How dangerous are RIFAs?

It's a little surprising to me that line filter capacitors should have an effect on the display. Having removed the suspicious caps, do they test OK?

I'd be tempted to bet that you wouldn't get the strange behaviour if you put the suspicious caps back in the machine --- that it was something else like a solder bridge or flux residue or some other side-effect of your previous recapping operation. But why mess around with a working system?
 
hmm...I did clean the board up a bit up with IPA maybe it was something else but it appears to be gone now. To be honest it was irritating not knowing what was causing it as I've recapped several power supplies and never had this issue.

You could be correct so I apologize for the definitive statement. The issue is definitely in the Astec power supply though as I also tried a Sony PSU as well last night and there were no CRT issues.

The RIFA capacitors that are the X2, Y2 capacitors on Analog Powerboard can be substituted with the following capacitors:

US C38 (0.1uF) PHE820ED6100MR06L2 (399-7608-ND)
US C33/C37 (2200pF) PHE850EA4220MA01R17 (399-5416-ND)

International C37 (0.47uF) R46KN347040H1M (399-12444-ND)
International C33/C36 (4700pF) PHE850EA4470MA03R17 (399-5417-ND)
 
I want to retract my statement that the RIFAs were causing my CRT issue to avoid confusion for anyone in the future.

After checking several things, it appeared to have just been a poorly resoldered ground wire as far as I can tell. I took the RIFA's out completely and rewired the power connections and it appears to have fixed the problem.
