SE/30 Is This Simasimac Problem?

Hi there, I am new to Mac vintage world and about 6 month I bought SE30 with problem.
It would boot up to OS but as soon as I would start moving mouse, screen would be turning into garbage. After few days screen would look as per attached photo and from memory I can not remember if it would give sound when booted into OS.
Today I opened it and re capped it but problem is still the same. Board looks like in excellent condition with no battery leak nor visible caps leaks.
Thing is, I am not sure if this is Simasimac problem or something else? I did some research but my problem and screen I get is different from other macs with Simasimac problem I could find online.
I forgot to mention, floppy icon with flashing "?" is still visible as well as mouse pointer when I move mouse across the screen.
Does anyone have any idea if this is Simasimac problem or something else and how should I approach it?

No: simasimac tends to refer to a situation where the computer isn't booting. This is booting.

I'd be inclined to look at either the VRAM or the write path to the VRAM.

Would recommending washing board in isopropyl 99%. Light scrubbing with soft toothbrush etc. fully submerged. Let dry. Even though board “looked clean” can guarantee it isnt.. speaking from experience!

Thank you. I did not submerged, but I gave good scrub with toothbrush and liberal amount of alcohol, than electronic cleaning solvent and than with alcohol again:)
