Mac SE/30 Boot issues

So I have a Mac SE/30, it was working at one point then one day it started to display this image (attached picture) and everyone said it needed to be recappe6. So I recapped the motherboard only not the analog board. And I still have the same issue. I am unclear what the problem is. Other then my board needs to be cleaned I did the best I could without an ultrasonic cleaner handy.
Does anyone have any ideas as to what is causing the pattern to show? ( A camera was not in sync with the video display so it shows the sideways distortion)

Do you hear any chimes of death? If not, check the ROM SIMM because it might not be making good contact with the socket, this is a very common issue. If you get the chimes then it’s probably RAM related.

What it’s showing onscreen is basically the uninitialized contents of the video RAM. Different manufacturers of these chips have different default bit states so depending on the logic board some may show black and white lines instead of the pattern you’re seeing (which means you have NEC chips).
 
I do not hear a chime. I have a BMOW ROM installed. I will check it out and replace it with the original one that I have. I will let you know as soon as I get a chance to swap it out. Thank you.

Try using a rubber band to keep the rom simm pressed firmly against the pins of the slot. Many people use this trick.
 
Well it was a strange thing I tried all the tricks and fixes and nothing would work. Then I'm looking at my Asante ethernet card and a while back I purchased a FPU for it so I installed it. Well I was thinking that can't be the problem but I took it out of the card. And then turn my computer on and it'll work fine. So I think I bought either the wrong kind of FPU because I looked it up online and it says it accepted this particular one but there must be a damaged when I bought or something. But now everything works fine because of that stupid FPU I stuck in the ethernet card thinking it would help the ethernet work better because it really doesn't work at all. I mean it does but it's like so slow. It's not even going 10 megabytes it's like going maybe a megabyte or something.

The SE/30 has a FPU built in to the motherboard. The FPU socket is for when the ethernet card is installed in Macintosh IIsi, but on your machine must be left empty otherwise it won’t boot, as you’ve found.
