Mac Plus Doesn't Boot - 01703D Sad Mac Code

Well, this here isn't exactly my system so I can't just rip it open and reseat the roms and such. While wiping the hard drives of some systems my neighbor has, she mentioned she had never tested the Mac Plus sitting here, and that she wants to keep it. When testing it there's the good sign of "beep," display comes up fine, but it just shows "01703D" under the Sad Mac, which I'm pretty sure is indicating a ROM error.

It looks fairly clean except for a tad bit of rust around the SCSI port, no signs it's ever been opened and is surprisingly un-yellow.Is there anything specific I should I be able to try and fix it, or is it more of a "Open up, reseat roms, test, if that fails pull out my Plus, see if the ROMS from it work" and such?

Standard troubleshooting 101:

Do a careful visual inspection. Of everything.

Reseat everything you can -- ROM, RAM, connectors.

Measure the supply voltages.
