Things like this are normal on usenet. I refer to it as vigilantism or "anti-spam fascism." Not that I'm a fan of spammers, but I've been caught in the cross-fire of these wars often enough to know that technical blocks don't solve anything and won't solve anything. The only thing that will solve it is through addressing the social and criminal aspects of spam, but the anti-spam fascists tend to oppose any form of political intervention in the Internet. (Sometimes for good reasons, though more often not.)
