What is this Daystar card?

I think it's an LC PDS to IIci cache/accelerator adapter, based on casual searching. Can anyone confirm that? Any details?

That should allow use of a PowerCache 030 in LC/LCII.

Does it require a PowerCache Universal or will a IIci version work? I've seen references to IIci. Is it only those LC models or will any others with a '030 LC PDS work? Thanks!

I do not know. Bolle might, there are also some daystar manuals floating around that might say.
 
There's four different kinds of PowerCache cards for the IIci style cache slot.
-"P30" IIci and IIsi only (has P30 label at the back near the cache connector and should say IIci on the front)
-"P31" adds support for Mac II, IIx, IIcx, LC (likely LCII and CC as well) and SE/30 (P31 label at the back near cache connector and just says "PowerCache" at the front)
-"P33" adds support for Macintosh SE, Classic and LCIII
-"P34" is the same as P33 but with a QFP CPU

The P31 is often referred to as being the IIci version, which is not true. That likely became a thing because of the misinformation spread by Artmix as it did not work in their SE/30 adapter which was a fault of their adapter and not the PowerCache.

I have a PowerCache that looks like the topmost photo on the image below. There's an identifier on the back just above the connector:

01-P31UV-001P

Is this board compatible with an SE/30? It's working fine in my IIci, but I'd love to use it with one of my SE/30s.

Absolutely correct. While it will fit the slot with the board sitting outside the chassis it’s electrically incompatible with the pinout of the SE/30 PDS. In fact any IIci slot card will get damaged when fitted into the SE/30 PDS (and IIsi or IIfx) as soon as power is applied.
12V is present on one of the pins on the SE/30 PDS and that pin is a signal pin on the IIci slot pinout. So depending on the actuall accelerator you try that with it will damage at least one or several ICs.
