I really have no sympathy for this kind of seller whose attitude sucks, and were prepared to rip you off. Simply put they gambled and lost. I would encourage you not to send them money since this has been handled by eBay.
Consider also that the scammy seller may have kept the cash regardless — eBay might have refunded you out of their own pot.
That said, the seller is definitely full of as ebay doesn't pay out funds for a week or so after the order even for established sellers. Unless maybe he was using the "shop with sold item funds" or whatever ebay calls it that allows you to buy stuff through ebay before the payout would hit your bank account. Either way, that's on him....
For my peace of mind I'd take David Cook's approach. Send him something fair.
Keep in mind that reaching out and paying the seller outside of eBay risks losing your eBay account, as it violates eBay rules (eBay will miss out on their share of the payment). I ran into a similar situation not too long ago, and ended up having to live with feeling lousy about it. In your case, the seller was given ample opportunity to respond to eBay and defend what happened, and chose not to. Essentially, he chose not to be paid. That is not your fault. Please don't risk losing your eBay account over it.
I'm unsure if eBay "takes" the money from the seller or they simply refunded you to solve the issue. So, the seller most likely retained what you paid. Like I said, I'm unsure.
