SE Take apart question

I noticed that this ground(?) wire is almost completely loose after disassembling my SE. Can I touch/tighten this without having to discharge the CRT? It connects to the CRT neck board.

yes, that is ground, but still be careful around high voltage, try not to touch the neck board or analog board while touching that wire, because it can hurt or be lethal in some cases
