Powerbook G4 titanium (Mercury model) won't turn on. How to diagnose the motherboard?

Hi guys, I have an old powerbook g4 titanium(Mercury model) and it does not turn on at all, the tiny fan doesn't spin, I tried the PRAM battery reset but it didn't do anything. Could the tantalum capacitors be bad? I did replace the 100uf 35v aluminium capacitors as well and the 220uf 35v capacitor.

Try disconnecting the PRAM battery. I believe that a bad PRAM battery can prevent the Mercury from booting.
