I have a 2300c with a 270c/280c screen that flickers lines. I think it is the flat flex cable. When you squeeze the display, it will sometimes look more clear.
I'd tear it down and reseat the cables, all the while inspecting for cap leakage especially the little ones surrounding the panel.
By the way that's a 270c with a PPC upgrade AKA the vaunted Duo 2300c/TB. Trackpads really sucked back then, still do as compared to even a cheap mouse when it comes to doing graphics.

Probably needs recapping - that's necessary now on these. If the lines don't go away after a recap, then it's probably bad connections where the ribbons bond to the glass, or bad traces inside those ribbons from corrosion.
