Mac IIci 4-color flicker

I’m having an odd issue with a IIci using internal video. B/W,16,256 color all work. 4-color works, but blue pixels crawl, bleed and flicker. Does this point to a ram issue, or specific to video output IC?

Do you have a photo? I’ve seen this before, I think (see attached image), but would be good to confirm.
