Mac II Battery Issue

I got a Mac II that will not start with the keyboard button. I am able to jump start it with a spare external battery. I was reading and saw it might be the batteries soldered on the board. The batteries said made in West Germany so they are way past their prime. I just replaced them and it reads with voltmeter 3.6v for each battery and 7.2 ish volts diagonally. I am still only able to start the computer with jump starting. I can't use the keyboard button. I have tired another keyboard as well. I am not sure what else it could be?

 
If you have one of the later logicboards it needs to be recapped.
