IIcx no boot

I got my dad's old IIcx and have been trying to bring it back to life. I re-capped and there was a fair amount of goo near the capacitors, but no battery bomb. I have de-soldered and cleaned and re-soldered anything near the caps, but it's not working.
After getting my multi meter out, I am finding that power isn't making it to the full circuit, and I am finding way higher resistance that I expected. My question is do I need to just find a reloaded board at this point? I am concerned that a bodge is going to blow something up. Any advice is appreciated!

I would go ahead and try the bodge. If it doesn't work, then it's time for another board, either a reloaded board, a good stock board, or modify the back panel and drop in a Centris/Quadra 650 board.
 
what wire do you use for a bodge? I was thinking of pulling apart a cat 6 cable, but that seems like way more copper than is needed.
 
The typical bodge wires I see are either 20 gauge or 22 gauge. So, a little thicker than the individual conductor from an ethernet cable.
