My first guess would be bad RAM, try reseating first and then replacing if that doesn’t work. The fact that it chimes first suggests that most of the system is working, and my guess would be that after that the RAM or VRAM test fails before any display output stage can be reached.

Try slighty bending back the pins on the SIMM-socket, this has happened on a few of my machines and caused the above problem. Try also testing the module in another machine so you are sure the module is ok. Otherwise it can of course be the on board ram which is bad. Have you started the machine with no ram in the simm? That would be my first test otherwise
