it wouldn't entirely surprise me if I'd got a dodgy batch of caps from either of those two places... two dodgy batches one from each is less likely, but possible.

For instance as a test with the dodgy lot I recapped the 8 caps of a bad LCD (PB 100 with the reddish spiderweb syndrome) which now shows an horizontal line.

It also has fuse on the board i just looked at mine.
