What Mac are you trying to do this on (Looks like a Plus )? If it has a superdrive and can read HD disks, there might be a chance you can make disks on the XP Dell. If it doesnt have a built in floppy drive, you need a usb one. Those are pretty cheap. And even then, with a usb drive, you can install SheepShaver and 9.X and make floppies off that with your usb floppy drive (Emulate SheepShaver on your modern PC).
If it doesnt have a superdrive you are out of luck and need a bridge mac or floppy emu. Speaking of bridge macs, I just picked up a 7200 I dont have a use for...
