Apple IIc Green Phosphorus Monitor Slow to Come on

Hi all, I was wondering if you might know what's going on with the left monitor (in the video) and why it takes so long to start glowing. The problem is more apparent when it hasn't been turned on for days. In the case of the video it took multiple seconds but I've seen it take 2-3x as long.

The Apple Color Monitor also has such an issue and in that it's a very large cap in the monitor going bad. I would suspect a similar thing with any other monitor, including the Apple IIc Green Monitor. In all, it should take 30 seconds from turning it on to get it to full (adjusted) brightness. No more.
