I was recently having troubles with my apple 2cs disk drive, so i took it apart and it looks like there's something coming out of something.

I think that is just glue designed to stop the part from buzzing or working itself loose.

That looks like an inductor; and if I'm right, then there's nothing inside it to be leaking out. I agree with Joe - it's most likely glue; commonly called "Silastic" (even though that's a trademark; see https://en.wikipedia.org/wiki/Silastic --- kinda like asking for a Kleenex or a Xerox, even though you're going to be handed a generic facial tissue and a photocopy made on a machine manufactured by Cannon or HP).
It might help if you could be more specific about what, exactly, it's doing? And are the symptoms specific to that particular drive, or could it be the controller or a disk that's at fault? Can other drives read disks formatted and/or written by that drive? Or vice-versa?

Yeah, what is the drive doing and not doing? The IIc Drives tend to be a bit more robust electronically then the older ones. It's usually mechanical failure that kills it. So again, what is it doing and not doing?
Demagnetized the head, clean it with a q-tip and alcohol and check the felt pad above it to see that it is still pliable.

As has already been noted, it's basically impossible for anyone here to even guess what the problem is if all we know is you've been "having troubles". Is the system not booting from it at all, does it sort of work but is unreliable, what?
It's probably worth noting that a failure of the IWM controller chip isn't a *terribly* uncommon problem with the Apple IIc. If the system isn't even trying to boot and displaying a "Check Disk Drive" message it *might* not be the drive at all.

I noticed there was a cut in the cable so i got a new cable and now it works. Silly me I never noticed it.
A cut in the cable? How did that happen? That cable is short as it is!
I can tell you some horrid sabotage students did to their lab's machines I had to fix for the district, including an entire Apple DOS Manual some brat thought they can put in one page at a time! The drive still worked but it made putting in/taking out and closing the door difficult on that drive!
