Mac Performa 640CD DOS Compatible

I've got a nice little Mac Performa 640CD DOS Compatible which gives me an Intel 486/66 that I can run DOS/Windows on.  Everything is working well on both sides (System 7.6.1 w/PC Compatibility Software v1.50)  except for the networking.  I have searched high and low and googled till my fingers bled and I am still unable to figure out why the DOS side can't see the Mac Network Extension so it can load the NDIS drivers.  The extension is present and turned on.  Is there something else I need to do?  I am running Open Transport 1.1.2 and have tried with TCP/IP turned on and off.  When I turn it on the Mac side works fine but from what I've read you're supposed to have it off if you want to use TCP/IP on the DOS side.

Does anyone have some clues??
