I noticed that my ibook starts up under reduced processor speed....is there any way to make it start up in high processor speed?

You haven't specified your OS, but in 10.3.9:

If Automatic is showing in the Optimize Energy Settings dropdown menu of System Preferences/Energy Saver, and the Settings for: dropdown shows Battery Power, it's very likely that this is the iBook's idea. That is, it's the way that energy conservation is programmed to be.

Select Custom instead of Automatic, and do what you will, or use the Options tab and the dropdown menu on that page to select Highest Performance.

By doing so however, the machine will always run at whatever processor speed you select.

If you create a custom power scheme and set the battery processor performance to highest, it will always run at that speed.

From what I understand there is no way (via software) to force full speed at startup then drop into lower processor speed once booted and logged in. The only way you could do this it to boot connected to AC and unplug once booted, thus dropping into reduced processor speed mode.
