Gig-e iffy about HDD booting

Tonight I set up my gigabit ethernet G4 with my new monitor, and very soon decided to nuke the 10.2.8 install with panther, which is what I happened to have lying around. Anyway, after the first CD it rebooted, normally to go to the HDD and ask for the next one, but it didn't, it went straight off the first again. So I removed the CD and tried again, flashing folder.

I went to OF and did the standard reset-nvram, set-deaults, reset-all stuff, but that didn't do anything. I didn't try resetting the PRAM, because it was my inclination that reset-nvram did the same thing. Anyway, for some reason or another I decided to push the CUDA button, and it booted off the HDD just fine.

The first thing I questioned was drive setups. All I have connected is the HDD and CD drive, both are on different buses, both are master, and it has done this on other hard drives in the past. I have no idea what's going on here, and while it's not the worst thing ever it is a sever annoyance.

Any ideas?
