Format SCSI hard drive with older Drive Setup

I've got a PM7600/120 that I've had for a while. When I got it, the system had an install of OS 8.1 that was incredibly slow. I wanted to install System 7.6.1 but I've been unable to properly initialize the 2.1gb SCSI drive built into the machine. Drive Setup on the CD won't format the disk. I was able to format the disk with OS 9.1 and it installed fine.

Is it possible to downgrade the driver version on the hard disk so older versions of Drive Setup can read the drive?
