190CS: troubleshooting question

I got a 190CS pretty recently and it seems to be in pretty good shape. Unfortunately, it's not powering on. I used my 5300 charger and I get nothing. Tried resetting PRAM, and I get light speaker clicks when I do so, but nothing else. I have yet to open it in search of caps or anything else and I'm generally unsure of what could be causing this. Powerbooks definitely aren't my field of expertise. Where should I start?

Always start with checking connection of that blasted power connector to the board. Definitely the Achilles heel of the 190/5300 series.

I opened it up today and got 23V from the center plug measuring on the board. It briefly entered a cycle of clicking around once a second but that stopped once I reassembled it. Caps didn't look too bad either. What should I do next?

Should have been more specific: did you try to wiggle the mobo connector ar0und to see if the voltage dropped due to a cracked solder joint? Sounds like you've got the teardown procedure from the ServiceSource. If not find it, not that it'll do a lot of good (if any) at the component level. Did you do the obvious stuff like disconnect and reseat boards and cables?

It's been a very long time since I've looked at the 190, but threads about 5300 repair projects will be applicable in a lot of cases. Search around for them as well.

A lot of the caps may not "look" bad, but with the SMD cans like these especially, they tend not to bulge or show obvious visual signs.
I replaced the caps in my 160's screen which looked fine at a a glance, but when replacing them there was the unmistakeable smell of leaked electrolytic fluid and the corroded solder pads as a visual indication of their demise.

Basically, if it's a round canister capacitor, it's probably electrolytic and needs to be replaced. I've gotta do the ones on my 190cs, it's working but has some stability issues with the SSD.
