I have a 128k that had a similar issue, although it as quite some time ago so I can't recall exactly how similar it was. Apparently at one point in the Mac's history it smoked when it was turned on and the guy never turned it back on. I ended up buying it (in a box) for $35. I did my standard analog board refurb process and it came back to life. That involves replacing all of the caps and the common failure points noted by the Dead Mac Scrolls. Specifically:
CR1, CR5, CR20, CR21, U3, Q3, Q1, Q2
That brought it back to life but unfortunately there was then a sad mac on boot which was a bad memory chip or two. Replaced those and it worked great after.
Not saying flybacks don't go (I have seen posts indicating they do) but I've never had one be the issue on any of my compact Macs so I wouldn't jump to that conclusion.
