Quadra 700 floppy not working (not the floppy drive)

Hello,

I dusted off my old Quadra and noticed the floppy wasn't reading or formatting disks. After chasing that for a while trying to figure it out, I swapped out the drive for a known good one and it's doing the exact same thing. Has anyone ever had this happen and what can I look at?

I tried a known good one - still not working. Good thought though, thank you! <3
