"Disk initialization failed because the disk is locked!"

Removing the floppy module results in:

"Please reinsert the Expansion Bay module now. It is currently in use and must be inserted immediatly to prevent damaging a document or file.

Before removing a module, you must close all documents and applications using the module and choose "Pu Away" from the Finder."

So, it's the floppy module that's causing this. Any ideas on how to fix? I can't start the machine unless it's unplugged.
