I thinkI figured it out...In many stores, there's many monitors (CompUSA are especially notorious for this) on one wall, with the same image... That box says "Projector" on one video out, has BNCs (for a pro-monitor and/or TV), Looks as though it has VGA, and some other stuff-nesses... I can't tell because the picture really sucks, but this could be a scan converter which converts different input scan rates to say 85Hz or whatever you set it to. It might do something else, too, but that's what I'd say from the DIP switches.
