If i have a PowerMac with PCI slots, does that mean i can use a ATI videocard that came out of a PC ?

yes and no. it depends on if the ATI videocard has a flashable rom.

If it has a flashable rom, you can flash it to the mac rom. If not, no.

The only PC ATI graphics card that has been flashed succesfully was the Radeon 8500, this is an AGP card though.

As far as I know the 3DFX voodoo card can be used in a mac, they can be flashed without a PC

AGP GeForce 2 MX cards can be flashed fairly reliably. Some people have managed to make them work in a blue and white G3 with PCI slots but nothing earlier.

I think the the Matrox G200 can be flashed easily aswell
