are there any good irc servers and irc bots that will run on 68k, 7.6.1?

install UNIX on tha buggah and run UNReal IRCd, it is a freeware IRC daemon, and it works really well for unix. Also, you can get some bots written in Perl Script, so that will run, though I am not sure how to make them play nice and run for you. There are man services packages out there too, ie chanserv nickserv devnull global etc. (also bots)

neway, I hope this helps, it is not 7.6, but it is something :)
