I mean I don't have and Apple II Programs but I could get some.

Well, you could get it, but it might not be any good...
I've got one of these (exact same card as in the pic, from what I can tell), but it's totally useless without the cable, as I understand it. If you can find the cable, then maybe it's a good deal, but otherwise, I dunno...

These cards are pretty cool. They're not actually an emulation card (as claimed in the auction description) but a complete apple //e on a card - 65c02 and all.

It'll work fine without the cable, however you won't be able to plug in an external floppy or a joystick.

The asimov archive (Google should locate it for you) has a vast collection of apple 2 SW in disk image format.

If you're like me, and the apple 2 was your first exposure to computers, then you can't go past one of these even just for the nostalgia value.
