 memory usage on quadra

the 605 i just picked up has an interesting little quirk. it has a 16mb ram stick so total ram is 20mb. however, no matter what os I am using (including if i boot from a floppy) the OS always takes up 16mb. I've wiped and reinstalled several times and it really seemse to have no effect. I've tried both 7.1 and 7.5.3. i've never seen a mac do this before, any ideas?

Turn on 32bit Addressing in the Memory Control Panel. If it's in 24 bit mode all memory past that point turns up as a variably humongous system memory allotment in the "about this mac" info window.

heh, nevermind, it just cleared itself, now it's running 7.5.3 under 3mb..... any idea what it might have been?
