You have a battery at 100%.
You let it charge down by using it and such...
You plug it in to let it charge.
When the charge cycle reaches like 90%, the system starts to trickle charge the battery, to prevent the battery from overheating (overcharging).
Now if your system is suffering from the memory effect (100 series), you have done this charge cycle a bunch of times.
You have a battery at 100%.

Before you reach 100%, you unplug the system and start using it. We will say at 96% you stop.
Next time you charge, the system thinks the 96% mark is actually the 100% mark, and then only charges to that point.
Repeat the process a number of times, and the battery won't hold the charge it once did.
Resetting the Power Manager resets that set amount to "Factory Default" or back close to 100% again.
