ROM 0 IIgs' were from the first year of production (Sept '86 to Aug '87,) including the first 50,000 limited edition "Woz Edition" (I had one when new!) I believe GS/OS requires ROM 1 or newer and all owners of a ROM 0 IIgs were offered the free upgrade to ROM 1 (chips were upgraded, motherboard the same.) No further upgrades were offered for the IIgs (ROM 1 to 3) as 3 was not required for software.

All Woz IIgs were originally ROM 0, then Apple provided a free ROM and video graphics chip upgrade to ROM 1 less than a year later to run newer software written later than late 1987. Tools in ROM were also buggy, fixed in the ROM 1 upgrade. Very few ROM 0 IIgs machines are left as they weren't totally usable with later software, so they're a rare find if just for historical sake.
