The locks arrived!

Out of 6 locks, 2 of their keys worked on my Quadra 950, one was slightly better than the other. So, that gives you a little over 66% against the keys working on your computer if the lock numbers don't match. Sample size is small, so who knows the actual odds.

As for re-keying:
Here's what I know so far. The mechanisms are C&K Y series 4 tumbler locks. C&K says there is no way to re-key one without destroying the lock. So far I can tell you that the tumbler assembly might fit the plastic casing Apple has for the Quadra series if you can figure out how to get the old one out. The plastic ring around it is removable. Designing and printing an adapter ring might also be possible. I'll keep you posted. I'm still looking into this. Where there is a will they say..

So for now you have four options for these locks:
1:
The whole key/lock assembly is for Apple Network Servers and not Quadra 9xx machines unless your key code matches one I have.

2: You have a matching code on your lock, see above.
Here's what I have:
A197 (Two locks with this code)
A203 35/96
A112
A178 - worked in my N072 lock.

3: You have an ANS that can take the complete lock. Note: These do not have wires soldered to them. Shouldn't be too much of an issue to transplant or make a harness.

4: You want one anyways and are willing to take a chance on the key not working.

Finally, on your own, you can probably order a few compatible locks from your favorite C&K Littlefuse supplier and possibly get a key for your existing system that works. Making a 3d model of the plastic part would be simple. A little surgery and you could have a factory-looking key that works on your computer.
