SE 30 recap with issues

Hello,

I finished a couple of recaps of SE 30 boards. One is working and the other is showing me the posted picture on screen with a normal start up chime.

The problem board has been run through the ultrasonic cleaner. I have swapped out the RAM with known working RAM from another board and have the same results.

I haven't seen this type of screen before, but thought it would be RAM related. Any input would be appreciated.

Sorry. Yes, I forgot to put that in. I took the entire RAM and the ROM from the working board and used it with the same results.
