SE/30 Horizontal Lines

I'm helping a friend of mine get his SE/30 back up and running. He mailed me the board, I carefully recapped it with tantalums, and when he got it back he flipped the power switch aaaaaaand... it booted! Hooray! 

But, our celebration did not last. After running it for a couple of hours and restarting, he is now presented with this:

Sadly, the Dead Mac Scrolls do not seem to mention this symptom. So, I humbly approach you, oh great and wise members of 68kmla. It is our hope that you know the answer to this great mystery.

Edit: Additional details, direct from my friend: "It runs for a bit seemingly ‘just fine’ then when I reboot it, the screen stays on it’s last image - then a couple more reboots and it does this."

Can you quickly toggle the power switch in this state off/on and it boot back up?

Once this problem occurs, how long does it take to "get back to normal" if any?

Does the SE chime? If not then there can be a problem with the ROM. Try to reseat it or clean the contacts.

Did you wash the board with water and soap? Perhaps there is left some capacity fluid that causes shorts.

I would recommend looking for rotted traces around the UE8 chip with a magnifying lens. Something like this may be caused by corrosion in that area.

 
ROM issue.

See if it is seated correctly and if the contacts on both the SIMM and socket are clean.

UE8 is fine because what you see is the default content of the VRAM.
