Powermac 7300 only boots some of the time

I have a Powermac 7300 with a 400mhz g3 upgrade that only boot from the hard drive some of the time. It seem that when it wont boot that the hard drive is not spinning up at all. if i boot from cd and launch drive setup it will spin up and i dont have the problem again unless i turn the computer off. anyone have an idea whats going on?

 
Some hard disks have a jumper for controlling spin up. You might look at how the hard disk is configured.

More exotically, depending on what the 7300 was used for, you can reprogram the PRAM through OpenFirmware to wait a certain interval until the disk is available. However, this should happen by default; it would only have been altered to run a non-MacOS operating system. For example, my NetBSD 7300 required such a patch.

 
I checked the hard drive it does have a jumper for delaying startup but it is not enabled. My drive is connected via a 80 pin to 50 pin adapter and im thinking maybe that has something to do with it but i dont know much about scsi (besides the high price nowadays). I really dont want to replace the drive again just to get it to work right.
