PowerBook Duo 280C No Video and Error Chime

Bought a 280c for repair that was supposedly working, but the screen was damaged in shipping, so it was being resold for parts/repair.

When I got it and tried to boot it up, it made the startup chime, then some sort of error chime (video below). Replaced the screen, replaced all the electrolytic capacitors, and stuck an SD2SCSI in there (although I DID try with the OG hard drive too; no difference). Tried with and without the battery. Same deal, startup chime then error chime.

Any ideas? What is that error chime meant to signify?

Update: found the power supply was only supplying 18.5V instead of the rated 24V. Hooked it up directly to a 24V power supply. Same result, startup chime then crash chime.
