Is a power mac g4 able to read cds from a powerbook??

Yeah.... CDs are CDs. Any system with a CD-ROM drive should be able to read any CD-ROM. (With a few really oddball exceptions, but we won't get in to those.)
If you mean "install the OS from a PowerBook restore CD on to a Power Mac G4" then it would depend greatly on which PowerBook restore CD you have, and which Power Mac G4.
